Division of Motor Vehicles must adopt rules allowing homebound persons with physician certification of severe disability to apply for or renew special photo identification cards without personal appearance.

Special photo identification cards must include a color photograph of the cardholder and maintain the same background color as a standard driver's license for the applicant's age group.

Division must report to the Joint Legislative Transportation Oversight Committee chairs by October 1, 2013 on implementation status of the homebound application process.

Section 3 (reporting requirement) is effective upon enactment; remaining provisions become effective July 1, 2014.
