Transfers oversight of Indian Cultural Center leases from the Department of Administration to the Department of Environment and Natural Resources, effective upon enactment.

Authorizes the Department of Environment and Natural Resources, Division of Parks and Recreation, to provide technical assistance to The North Carolina Indian Cultural Center, Inc., to ensure the lease meets its original intended purposes.

Requires the Department of Environment and Natural Resources to report to the General Assembly by October 1, 2013, detailing any assistance provided and identifying whether additional assistance or funding is necessary for full development of the Indian Cultural Center property.
