Reduces the number of Turnpike Authority projects from eight to five by removing the Gaston East-West Connector (Garden Parkway), Cape Fear Skyway, and the bridge from mainland to peninsula bordering Virginia.

Decreases annual appropriation to the North Carolina Turnpike Authority from $112,000,000 to $49,000,000, eliminating $28,000,000 for Mid-Currituck Bridge debt service and $35,000,000 for Garden Parkway debt service.

Transfers $121,000,000 annually to the Mobility Fund (increased from $58,000,000), using funds previously allocated to removed turnpike projects.

Maintains debt service funding for Triangle Expressway ($25,000,000) and Monroe Connector/Bypass ($24,000,000) projects.

Becomes effective July 1, 2013.
