Grants Division of Motor Vehicles discretion to stay suspension terms for first-occurrence Type I safety violations for inspection stations if they agree to reasonable compliance conditions, though monetary penalties cannot be stayed or reduced.

Changes license suspension period from six months to 180 days for first or second Type I safety violations by inspection stations and safety mechanics.

Allows Division discretion to order suspensions for multiple violations in separate inspections to run concurrently or consecutively, and permits courts to review and modify Division decisions.

Removes provisions treating inability to account for five or more electronic inspection authorizations and transferring authorizations between vehicles as Type I violations.

Extends transition period for existing manufacturer pricing programs from June 30, 2014 to June 30, 2018, and adds new protections for motor vehicle dealers regarding service contracts, staffing decisions, vendor selection, and data security.
