Authorizes the Division of Motor Vehicles to produce a special registration plate for the Improved Benevolent and Protective Order of Elks of the World (I.B.P.O.E.W.), bearing the organization's name and logo.

Sets the additional fee for the I.B.P.O.E.W. plate at $25.00 above regular motor vehicle registration fees.

Allocates I.B.P.O.E.W. plate fee revenue as follows: $10 to the Special Registration Plate Account, $15 to the Collegiate and Cultural Attraction Plate Account, and $0 to other state funds.

Requires the Division to receive 300 or more applications before developing the I.B.P.O.E.W. plate and directs quarterly transfers of collected funds to the North Carolina Alliance of Boys and Girls Clubs.

Effective July 1, 2013.
