Amends G.S. 25-4A-108 to clarify the relationship between Uniform Commercial Code Article 4A (funds transfers) and the Electronic Fund Transfer Act of 1978.

Article 4A no longer applies to funds transfers governed by the Electronic Fund Transfer Act, except for remittance transfers that are not electronic fund transfers.

Remittance transfers as defined in the Electronic Fund Transfer Act (15 U.S.C. § 1693o-1) remain subject to Article 4A unless they qualify as electronic fund transfers.

In cases of conflict between Article 4A and the Electronic Fund Transfer Act, the Electronic Fund Transfer Act provisions control to the extent of any inconsistency.

Directs the Revisor of Statutes to publish relevant portions of the 2012 Uniform Commercial Code Amendment official comments as annotations to the General Statutes.
