Proposes constitutional amendment requiring majority approval from appointing boards before appointed local government entities can initiate eminent domain actions, plus approval from the county governing board where the property is located.

Requires constitutional amendment approval from county governing boards before appointed local government entities can levy ad valorem taxes on property within their jurisdiction.

Exempts persons appointed to fill vacancies in elective offices from the "elected by the people" requirement.

Amendment to be submitted to North Carolina voters on November 4, 2014.

Amendment becomes effective upon certification by the State Board of Elections and applies to takings and tax levies after that date.
