Requires local Workforce Development Boards to use a competitive selection process by July 1, 2014 to designate providers of adult and dislocated worker services under the federal Workforce Investment Act of 1998.

Transfers all functions, powers, duties, and appropriations of the Apprenticeship Program and Apprenticeship Council from the Department of Labor to the Department of Commerce, effective January 1, 2014.

Changes references throughout Chapter 94 (Apprenticeship) from "Commissioner of Labor" to "Secretary of Commerce" to reflect the program transfer.

Maintains apprenticeship program requirements including apprentice registration fees ($50 new registration, $50 annual), minimum 2,000 hours of employment, and minimum 144 hours of related supplemental instruction per year.
