Expands Medicaid eligibility effective January 1, 2015 to include all people under age 65 with incomes at or below 133% of the federal poverty level.

Appropriates $17,081,916 for fiscal year 2014-2015 in administrative costs: $5,830,817 from General Fund (state share) and $11,251,098 from federal Medicaid receipts (federal share).

Reduces appropriations to other state programs totaling $30,994,620 to offset expansion costs: $8,185,997 from Division of Mental Health, $14,308,623 from AIDS Drug Assistance Program, and $8,500,000 from Inmate Health Care.

Appropriates $25,163,802 to the Medicaid Rebase for fiscal year 2014-2015, representing savings from affected programs minus state administrative costs.

Takes effect July 1, 2014.
