Amends regulations for isolated wetlands by setting impact thresholds at 1 acre east of I-95 and 1/3 acre west of I-95 for entire projects until permanent rules are adopted.

Establishes a 1:1 mitigation ratio for isolated wetland impacts, replacing previous ratios under 15A NCAC 02H .1305(g)(6).

Requires the Environmental Management Commission to adopt permanent rules consistent with these thresholds and mitigation ratios, with expedited rulemaking procedures that bypass standard objection periods.

Directs the Department of Environment and Natural Resources to study surface area thresholds for mountain bog isolated wetlands and report findings to the Environmental Review Commission by November 1, 2014.

Takes effect when signed into law; temporary provisions expire when permanent rules adopted under this act become effective.
