Amends the definition of "built-upon area" under stormwater laws to exclude gravel, removing it from impervious and partially impervious surface calculations.

Prohibits the Environmental Management Commission and Department of Environment and Natural Resources from defining the term "gravel" for stormwater program purposes unless specifically authorized by the General Assembly.

Allocates $110,000 to North Carolina State University's Department of Biological and Agricultural Engineering to study the perviousness of different aggregate surfaces, including variables like aggregate type, soil conditions, compaction levels, and depth.

Requires interim report on aggregate surface study by September 1, 2014 and final report by January 1, 2015 to the Department of Environment and Natural Resources and Environmental Review Commission.

Applies to permit applications received on or after the effective date.
