Repeals Section 19(c) of S.L. 2013-413 and modifies Section 19(e) to make subsection (b) effective October 1, 2013, eliminating the previous expiration date of October 1, 2014.

Changes terminology from "carbon monoxide detectors" to "carbon monoxide alarms" throughout building code requirements and clarifies that alarms apply to combustion heaters, appliances, and fireplaces (excluding candles and canned fuels).

Expands lodging establishment requirements to include tourist homes providing accommodations for seven or more continuous days and bed and breakfast inns/homes, requiring electrical carbon monoxide alarms or detection systems compliant with ANSI/UL2034, ANSI/UL2075, and NFPA standards.

Mandates the Building Code Council modify the NC State Building Code (Fire Prevention) to regulate carbon monoxide alarms in lodging establishments and establish annual inspection schedules for compliance.

Establishes procedures for code officials to report violations to local health directors and allows three working days for non-imminent violations to be corrected before health department action on lodging permits.
