Senate Bill 748 Summary

• Codifies the North Carolina Virtual Public School (NCVPS) program under Chapter 115C of the General Statutes and establishes it as a formal state program administered by the Department of Public Instruction.

• Provides tuition waivers for nonpublic school students for up to two NCVPS courses per school year; students taking more than two courses must pay tuition for additional courses.

• Establishes an allotment formula for NCVPS funding based on projected student enrollment, per-course teacher payment structures, and per-student fee structures for in-state, out-of-state, and nonpublic school students.

• Creates an NCVPS enrollment reserve fund with a minimum balance of $2,000,000 to cover instructional costs for public schools, charter schools, nonpublic schools, Department of Defense schools, and Bureau of Indian Affairs schools.

• Appropriates $2,655,000 in recurring General Fund dollars for the 2014-2015 fiscal year to support increased NCVPS enrollment by nonpublic school students and cover instructional costs for their waived courses; effective July 1, 2014.
