Requires the State Board of Education to establish and utilize performance indicators measuring efficiency and effectiveness of the driver education program by March 1, 2015, including resources, services provided, goal achievement, and cost-efficiency.

Mandates the Department of Public Instruction, in collaboration with the Division of Motor Vehicles, to develop and implement a follow-up information management system by March 1, 2015 to monitor performance of current and former driver education participants up to age 22, tracking driver's license success rates, traffic violations, and accidents.

Requires the Department of Transportation to study the feasibility of delivering driver education through electronic means and submit interim report by December 1, 2014 and final report by March 15, 2015, with recommendations for program improvement.

Directs the School of Government at UNC Chapel Hill to establish standards for conducting pilot projects requested by the General Assembly by March 1, 2015, which all state agencies must follow unless specifically exempted by law.

Requires interim and final reports to the Joint Legislative Program Evaluation Oversight Committee on performance indicators (by October 1, 2014 and March 15, 2015) and on electronic delivery feasibility (by December 1, 2014 and March 15, 2015).
