Requires the North Carolina Charter Schools Advisory Board to provide written initial recommendations of denial with specific factual support and notify applicants in writing.

Grants applicants 10 business days to respond in writing to initial denial recommendations and request an opportunity to address the Advisory Board at its next scheduled meeting.

Requires the Advisory Board to make final written recommendations of approval or denial with specific factual support and allows denied applicants 10 business days to submit information to the State Board and petition for a hearing.

Requires the State Board of Education to adopt rules governing all aspects of charter school operation including timelines, standards, criteria for application approval, monitoring, and revocation grounds.

Changes the State Board's deadline for final decisions on charter applications from January 15 to June 15 of each calendar year and allows appeals of denials through the Office of Administrative Hearings.
