Reduce school transportation budget rating formula by 1% annually from fiscal year 2014-2015 through fiscal year 2018-2019 until buffer reaches 5%, and limit statewide spare school bus inventory to 10% of total inventory.

Require Department of Public Instruction to establish term contracts with Department of Administration for school bus replacement parts with annual statewide sales exceeding $100,000, with local boards required to purchase from these contracts unless noncertified sources are cheaper with equal quality.

Eliminate 6 positions in the Textbook Services program (2 Accounting Technicians, 1 Processing Assistant, and 3 Stock Clerks) and develop a plan to reallocate unneeded textbook warehouse space to other state agencies.

Establish a performance management system requiring the State Board of Education to adopt strategic goals for administrative programs and the Superintendent to report annually to the Joint Legislative Education Oversight Committee on administrative program performance by December 31, 2014.

Require Department of Public Instruction to develop model loss prevention and return-to-work programs to reduce workers' compensation injuries and costs, and revise school bus inspection processes to improve safety and oversight of local school bus operations.
