Reestablishes a preliminary approval process for charter school applications by allowing local boards of education or University of North Carolina constituent institution boards of trustees to grant preliminary approval before State Board of Education final approval.

Requires preliminary chartering entities to act on applications received before November 1 by February 1 of the following year, with applicants able to appeal disapprovals to the State Board by February 15.

Sets the State Board of Education final approval deadline as June 15 of each calendar year for all applications, including those granted preliminary approval and submitted by March 1.

Grants preliminary chartering entities authority to participate in charter school oversight, including five-year operational reviews, reporting requirements, and grounds for charter termination or non-renewal, subject to State Board approval.

Makes preliminary chartering entities immune from civil liability for charter school acts or omissions and allows them to develop grievance processes for disputes with charter schools.
