Amends selection criteria for North Carolina's Adjutant General, requiring the position holder to achieve the rank of major general with federal recognition at time of appointment or attain it within a reasonable period.

Establishes eligibility requirements including minimum 10 years commissioned service in the U.S. Armed Forces or Reserve, minimum 3 years in North Carolina Army or Air National Guard within the previous 6 years, and North Carolina residency.

Requires appointment candidates to be a major general with federal recognition, a brigadier general eligible for major general promotion, or a colonel eligible for promotion through brigadier general to major general, plus completion of required service schools.

Mandates minimum 12 months command experience of either a North Carolina National Guard unit or any U.S. Armed Forces unit.

Becomes effective July 1, 2014, and applies to all appointments made on or after that date.
