Allows Richmond County to create a fee-supported dam repair district for properties contiguous to lakes containing dams in need of repair.

Authorizes the county board of commissioners to impose annual fees on owners of dwelling units and parcels of property that benefit from lake access, with fees established by July 1 each year.

Fees may not exceed the actual cost of dam repairs and must follow procedures similar to special assessments under North Carolina General Statutes Article 9, Chapter 153A.

Permits the county to include dam repair fees on property tax bills and collect them using the same methods and enforcement mechanisms as ad valorem taxes.

Requires fees collected to be credited to a separate fund used exclusively for paying dam repair bills, with the governing board administering the fund.
