Removes a 24.61-acre parcel (Richmond County parcel identification number 7474-02-89-5229) from the corporate limits of the City of Rockingham, located in Rockingham Township, Richmond County, North Carolina.

Excludes an 8.19-acre western portion of the described tract from the deannexation, as this portion was already excluded from the Town's original annexation.

Preserves the City of Rockingham's ability to collect or foreclose on any ad valorem tax liens or special assessments that existed before the effective date of this act, even after the property is removed from city limits.

Becomes effective June 30, 2014.
