Requires each local school administrative unit to prepare schematic diagrams of its school facilities and provide them along with keys to main entrances to local law enforcement agencies.

Mandates school districts update schematic diagrams when substantial modifications such as new facilities or changes to doors and windows are made, and provide updated keys when main entrance locks are changed.

Directs the Department of Public Instruction, in consultation with the Department of Public Safety, to develop standards and guidelines for preparing schematic diagrams that local school units may use.

Exempts schematic diagrams from public records laws under North Carolina General Statutes § 132-1 and § 132-6, making them unavailable for public inspection.

Requires all schematic diagrams and keys to be provided to local law enforcement by January 1, 2015.
