Requires the State Board of Education to develop a process for local school administrative units to annually identify military-connected students using the Uniform Education Reporting System beginning with the 2015-2016 school year.

Defines a "military-connected student" as any enrolled student who has a parent, step-parent, sibling, or other household member serving in the active or reserve components of the Army, Navy, Air Force, Marine Corps, Coast Guard, or National Guard.

Prohibits the use of military-connected student identification data for determining school achievement, growth, and performance scores under G.S. 115C-12(9)c1.

Designates military-connected student identification information as non-public records exempt from public disclosure under the Freedom of Information Act, with limited sharing only as permitted under the Family Educational Rights and Privacy Act.

Requires school principals to develop means for serving the unique needs of students identified as military-connected through the new reporting system.
