Authorizes the Office of Administrative Hearings to allow documents in contested cases to be filed electronically through an Electronic Filing Service Provider.

Defines electronic filing as the electronic transmission of petitions, notices of hearing, pleadings, and other documents in contested cases via the Internet.

Defines electronic service as the electronic transmission of documents in contested cases between parties and the Office of Administrative Hearings.

Requires the Office of Administrative Hearings to adopt rules establishing further definitions and procedures for electronic filing and electronic service.

Becomes effective upon enactment and applies to contested cases filed on or after the effective date.
