Repeals G.S. 150B-19.1(h), which previously required agencies to obtain certification of adherence to rule-making principles before submitting proposed rules for publication.

Removes the requirement that agencies obtain certification from the Office of State Budget and Management that the agency adhered to specific regulatory principles (G.S. 150B-19.1(a)(2), (5), and (6)) when adopting permanent rules with substantial economic impact.

Maintains the requirement that agencies prepare and obtain approval of fiscal notes for proposed rules with substantial economic impact of at least $1,000,000 in a 12-month period.

Applies to proposed rules published on or after the effective date of the act.
