Subjects the State Board of Education to rulemaking requirements under the Administrative Procedure Act (Article 2A of Chapter 150B).

Prohibits the State Board of Education from implementing or enforcing any policy that qualifies as a rule unless it has been formally adopted through the Administrative Procedure Act.

Creates a new process allowing persons whose rights are substantially prejudiced by an agency's failure to act to file a contested case and seek an order requiring the agency to comply with statutory deadlines.

Limits judicial intervention for unreasonable delay to cases where an administrative law judge or agency fails to make a final decision within 120 days of closing a contested case hearing.
