Requires the Department of Health and Human Services to post State Plan Amendments on its website at least 10 days before federal submission and notify the Joint Legislative Oversight Committee on Health and Human Services and Fiscal Research Division of the posting.

Mandates that amendments remain posted on the Department's website until the plan is approved, rejected, or withdrawn.

Requires State Plan Amendments to be submitted to the federal government at least 90 days prior to the effective date of the amendment, regardless of later submission dates allowed under federal law.

Requires any public notices mandated under 42 CFR 447.205 to be posted on the Department's website with notification to legislative committees, and specifies these notices must remain posted.

Updates references from "Health Care Financing Administration" to "Centers for Medicare & Medicaid Services (CMS)" and consolidates reimbursement rate change notices under the State Plan Amendment notice requirements rather than requiring duplicate notices.
