Allows up to two county commissioners from Durham County to serve on the Durham Technical Community College board of trustees, rather than the previous limitation of one commissioner per county.

Modifies G.S. 115D-12(a) to specify that "no more than one trustee from Group Two may be a member of a board of county commissioners of a given county," enabling the exception for Durham County's satellite campus.

County commissioners of the county with an established satellite campus may elect an additional two board members if the college's board of trustees agrees.

Applies exclusively to Durham Technical Community College and takes effect upon enactment, applying to all appointments made on or after that date.
