Appropriates $1,000,000 in recurring General Fund money to the Department of Public Instruction for fiscal year 2014-2015 to implement the act.

Provides an additional $500,000 allotment to eligible county school administrative units with average daily membership per square mile of less than two for the 2014-2015 fiscal year.

Establishes per-student funding formula for small school systems based on average daily membership and maximum per-student dollars of $2,094.

Phases out funding over five years in equal increments for local school administrative units that become ineligible, with annual reductions capped at 20% of fiscal year 2013-2014 funding amounts.

Becomes effective July 1, 2014.
