Senate Bill 791 - Outer Banks Land Management Act

• Appropriates $15 million to create the Outer Banks Land Management Fund for purchasing federally owned property to establish Oregon Inlet State Park and fund related dredging projects and litigation costs.

• Authorizes the Department of Administration to purchase or exchange state-owned property for federal land at Oregon Inlet without standard procurement requirements, with the Secretary of Administration negotiating terms.

• Requires the Department of Transportation to identify federally owned property needed for Outer Banks transportation corridors by November 30, 2014, and directs the Department of Administration to commence condemnation proceedings on such property by July 1, 2015.

• Grants the Governor authority to waive environmental permits and documents during declared states of emergency for repair, protection, or replacement of state highway system components providing sole road access to coastal communities, including replacements that increase size or capacity.

• Exempts the state from standard approval requirements of the Council of State and Joint Legislative Commission on Governmental Operations for conveyances, exchanges, and condemnations made under this act.
