Eliminates authority for the Department of Transportation Board to establish tolls on untolled ferry routes, removing all tolling procedures, public hearing requirements, and toll-setting methodologies previously outlined in law.

Appropriates $5,000,000 in recurring Highway Fund dollars to the Department of Transportation Division of Ferries for ferry vessel replacement, effective July 1, 2014.

Retains and expands receipt-generating activities (concessions, sponsorships, advertising, naming rights) to fund ferry vessel replacement projects, with the Department authorized to issue rules for implementation.

Removes toll-related confidentiality protections and updates privacy language to apply only to "user fees" rather than tolls, while maintaining protection of personal financial information under federal Driver's Privacy Protection Act.

Clarifies that proceeds from remaining receipt-generating activities shall be credited to reserve accounts by Highway Division and used exclusively for ferry passenger vessel replacement projects.
