S793 Charter School Modifications

• Allow teachers employed by charter schools to serve as nonvoting members of the board of directors.

• Change State Board approval deadline from January 15 to August 15 for charter school applications, with allowance for contingent approval pending completion of a planning period.

• Enable charter schools to expand to one grade higher or lower under specified conditions including comparable academic outcomes, sound audits, legal compliance, and less than three years of operation (expires September 1, 2015).

• Subject charter schools and their boards of directors to Public Records Act and Open Meetings Law requirements, with personnel records following Article 21A standards.

• Require State Board to adopt rules by January 15, 2015 for competitive bid process to assume underperforming charter schools and rules by December 15, 2014 for fast-track replication of high-quality charter schools.

• Authorize charter school nonprofit vehicles used for student transportation and school activities to obtain permanent motor vehicle registration plates (repealed July 1, 2015).
