Disapproves seven Industrial Commission rules related to discovery, medical motions, hearing costs, and settlement agreement forms that were adopted in 2012-2014.

Directs the Industrial Commission to adopt replacement rules with specific amendments to procedures for medical motions, discovery timelines, vocational rehabilitation standards, and elimination of hearing cost fees in workers' compensation cases effective July 1, 2015.

Rewrites G.S. 97-25 to establish a three-tier process for medical compensation disputes: administrative rulings by the Executive Secretary (30-day decision), expedited formal hearings (30-day hearing, 15-day decision), and emergency motions decided by the Chief Deputy within 5 days.

Extends the timeframe for final disposition of medical compensation disputes from 45 days to 75 days under G.S. 97-78(g)(2).

Authorizes the Conference of Chief District Judges to prescribe uniform statewide guidelines for computing retroactive child support obligations in addition to prospective obligations under G.S. 50-13.4(c1).
