Changes mayoral and city council elections from runoff format to plurality voting method under G.S. 163-292.

Moves municipal elections to the Tuesday after the first Monday in November, eliminating the fourth Tuesday before that date and eliminating runoff elections.

Expands recall procedures to allow petitions for mayor and council members at any time except within 12 months of the start or end of their term; limits one recall election per official per term.

Requires recall petitions to be filed with Burke County Board of Elections Supervisor and increases signature requirement to 25% of registered voters from the last general municipal election, with a 30-day filing deadline.

Adds new provisions requiring the official to be notified and given 5 days to resign before a recall election is called, and prohibits recalled or resigned officials from being elected to fill the resulting vacancy.
