• Makes base budget appropriations for state departments, institutions, and agencies for the fiscal biennium ending June 30, 2015
• Appropriates funds from the General Fund for maintenance and operations of state entities
• Appropriates funds from the State Highway Fund and State Highway Trust Fund for the Department of Transportation for the 2013-2015 fiscal biennium
• Appropriates federal block grant funds for the fiscal year ending June 30, 2014, including DHHS and NER block grants
• Becomes effective July 1, 2014, with textual provisions applying only to the 2013-2015 fiscal biennium unless otherwise intended
