• Department of Health and Human Services must submit a report by November 1, 2014, outlining strategies to improve mental health, developmental disability, and substance abuse services delivery across state divisions.

• Report must include plans to increase community-based outpatient crisis services, expand crisis stabilization units in each local management entity catchment area, and ensure comprehensive treatment availability for children, adolescents, and adults.

• Department must examine options for increasing inpatient psychiatric and substance abuse bed inventory through state facilities, community hospital beds, Veterans Administration beds, or community-based alternatives.

• Report must include recommendations for repurposing existing Cherry Hospital buildings after patient relocation and establishing a child and adolescent inpatient psychiatric bed registry by January 1, 2015.

• Department must submit a second report by March 1, 2015, with a comprehensive strategy to address shortage of child and adolescent psychiatric beds and recommend outcome measures for state alcohol and drug treatment centers.
