Clarifies that "workforce data" in the education longitudinal data system includes individual-level data relating to employment status, wages, geographic location, and employer information.

Establishes the North Carolina Longitudinal Data System Board as an independent entity administratively located within the Department of Public Instruction with authority to employ staff and an executive director.

Grants the Board powers to develop implementation plans, approve budgets, create data security policies compliant with FERPA, oversee vendor contracts, establish electronic transcript standards using unique identifiers, and review research data requests.

Authorizes the Board to receive funding from state appropriations, grants from educational institutions, federal grants, and other public or private contributions.

Designates the Board as an authorized representative of the Department of Public Instruction, University of North Carolina, and Community Colleges System for accessing and compiling student record data for research purposes.
