Repeals subsections (l) and (m) of G.S. 113-210, rolling back fees for oyster permits under private docks, effective July 1, 2014.

Directs the Division of Marine Fisheries to designate approximately 10,000 acres in Pamlico Sound as the "Senator Jean Preston Marine Shellfish Sanctuary" with a management plan by October 1, 2014.

Requires the sanctuary plan to include leased areas for private restoration and harvest alongside state-operated unleased areas, with lease revenues transferred to the General Fund and potentially supporting special education programs.

Mandates the plan include provisions for free or discounted leases to commercial fishermen with 10+ years of continuous licensing and at least 50% income from commercial fishing.

Directs the Joint Legislative Program Evaluation Oversight Committee to consider a 2015 study of North Carolina's shellfish lease program, comparing it to other states and recommending best practices for mariculture expansion.
