Creates the Charlotte Douglas International Airport Authority as a body corporate and politic to own and operate Charlotte Douglas International Airport in Mecklenburg County.

Establishes an 11-member board with representatives appointed by the City of Charlotte Mayor (2 members), City Council (2 members), and one member each from Mecklenburg, Cabarrus, Gaston, Iredell, Lincoln, and Union County Boards of Commissioners, plus one member appointed by the other 10 members.

Transfers all Airport Property, Airport Facilities, assets, liabilities, bonds, and contracts from the City of Charlotte to the Authority upon enactment, including assumption of FAA Part 139 Certificate and Sponsor's Assurances.

Grants the Authority broad powers including authority to charge fees, make rules and regulations, issue revenue bonds, employ staff, purchase insurance, exercise eminent domain for contiguous property, and operate airport facilities and concessions.

Provides for employee transition by having the City continue employing Airport Employees through December 31, 2013, with the Authority reimbursing all salary and benefit costs, after which employees transfer to Authority employment on the same terms.
