• Defines "clear proceeds" from red light camera citations to include deductions for system lease/purchase costs, contractor operating fees, and municipal administrative costs, with the remaining funds going to the local school board.

• Authorizes municipalities to deduct up to 10% of each civil penalty for materials, postage, and computer services related to violation notices sent to vehicle owners.

• Increases the civil penalty for red light violations detected by traffic control photographic systems from $75 to $100, effective July 1, 2015.
