State Board of Education shall conduct comprehensive review of English Language Arts and Mathematics standards to ensure they increase academic achievement, reflect North Carolina priorities, are age-appropriate, understandable to parents and teachers, and rank among the nation's highest.

State Board of Education prohibited from ceding control of the Standard Course of Study and related assessments through agreements or contracts, though use of Advanced Placement and International Baccalaureate programs remains permitted.

Establishes 11-member Academic Standards Review Commission with representatives appointed by the President Pro Tempore (4 members), Speaker of the House (4 members), State Board of Education (2 members), and Governor (1 member) to review standards and recommend modifications by December 31, 2015.

State Board of Education shall report to the Joint Legislative Education Oversight Committee by July 15, 2015, on acquisition of new assessment instruments aligned with North Carolina standards; any purchase requires General Assembly authorization.

Repeals requirement to consider Common Core Standards in school accreditation standards, replacing it with reference to academic standards adopted under state authority; act becomes effective July 1, 2014.
