Changes General Assembly elections from biennial (every 2 years) to quadrennial (every 4 years), beginning with elections in 2016.

Limits members of the Senate and House of Representatives to a maximum of four consecutive terms in their respective chambers.

Terms of office beginning before January 1, 2017 do not count toward the consecutive term limit.

Updates election timing for other state officials (Clerks of Superior Court, District Attorneys, Sheriffs) to align with federal House elections held every four years instead of General Assembly elections.

Requires voter approval via referendum at the November 2014 general election; amendments become effective upon certification of majority approval.
