Establishes the North Carolina Education Endowment Fund to support K-12 public schools, funded by proceeds from "I Support Teachers" special registration plates, gifts, grants, and General Assembly appropriations.

Restricts use of endowment funds to teacher compensation directly related to improving student academic outcomes in public schools.

Creates "I Support Teachers" special registration plates with a $20 additional fee; $10 of each fee goes to the Special Registration Plate Account and $10 goes to the Collegiate and Cultural Attraction Plate Account, with quarterly transfers to the endowment fund.

Allows taxpayers to voluntarily contribute all or part of their state income tax refunds to the North Carolina Education Endowment Fund through their tax returns, effective January 1, 2014.

Repeals Article 32C of Chapter 115C (Fund for the Reduction of Class Size in Public Schools) and becomes effective July 1, 2014, except for tax contribution provisions which take effect January 1, 2014.
