Creates a subcommittee of the Joint Legislative Oversight Committee on Health and Human Services to study oversight of the state's social services system and potential conflicts of interest within that system.

Requires the subcommittee to examine state oversight of county departments of social services, consistency of service delivery across counties, and whether current oversight systems should be revised.

Directs the subcommittee to review laws, rules, and policies regarding county social services directors or employees serving as foster parents, and whether such service should be permitted.

Requires identification of any changes needed to current law, rules, or policies to avoid conflicts of interest if social services staff serve as foster parents.

Mandates submission of the subcommittee's findings and recommendations to the Joint Legislative Oversight Committee by December 1, 2014, with a final report to the 2015 General Assembly prior to its convening.
