Modifies the Division of Motor Vehicles medical review process for driver's licenses by allowing the Commissioner to deny, cancel, or restrict licenses based on medical information, not just deny them.

Changes the composition of the reviewing board from the Commissioner plus four individuals designated by the Commission for Public Health to the Commissioner plus two medical professionals selected by the Commissioner, with compensation allowed on an equitable basis.

Clarifies that requesting a hearing before the review board does not stay any adverse action the Division has already taken against the applicant's license.

Updates terminology in the statute from "registered mail" to "certified mail" and corrects cross-reference to Chapter 132 of the General Statutes regarding public records.

Becomes effective October 1, 2014.
