Updates state law to replace outdated federal statutory reference from the Intermodal Surface Transportation Efficiency Act of 1991 with MAP-21 (Moving Ahead for Progress in the 21st Century Act, P.L. 112-141) and any future reauthorizations or amendments.

Modifies G.S. 136-18(36) to authorize the Department to oversee safety of fixed guideway transit systems not regulated by the Federal Railroad Administration under the new federal framework.

Requires the Department to adopt rules conforming to 49 U.S.C. § 5329 and 49 U.S.C. § 5330 for oversight of fixed guideway transit system safety.

Becomes effective upon enactment.
