Limits liability for volunteer medical or health care providers at free clinics, local health departments, nonprofit community health centers, and EMS agencies to cases involving gross negligence, wanton conduct, or intentional wrongdoing (rather than ordinary negligence).

Requires free clinics to provide patients with written notice prior to treatment explaining the limited liability protection for volunteer medical or health care providers under North Carolina law.

Removes requirement that free clinics maintain liability insurance to qualify for the liability protection provisions, changing the definition of "free clinic" to a nonprofit 501(c)(3) organization providing health care services without charge or for minimum administrative fees.

Applies to volunteer providers who receive no compensation for services and work within the scope of their license or certification.

Becomes effective October 1, 2013, and applies to claims arising on or after that date.
