Amends G.S. 20-7(n) to modify the technical standards for North Carolina driver's licenses as recommended by the joint Legislative Transportation Oversight Committee.

Changes the photograph requirement from "a properly applied laser engraved picture on polycarbonate material" to "a color photograph applied to material that is measured by the industry standard of security and durability and is resistant to tampering and reproduction."

Maintains existing driver's license format requirements including tamperproof standards, identification information, physical description, license class, endorsements, restrictions, and signature.

Preserves the requirement that driver's licenses for applicants under age 21 be printed in vertical format to distinguish them from horizontal format licenses for those 21 and older, for age verification purposes.

Becomes effective upon enactment.
