Modifies notice requirements for suspension, revocation, or nonrenewal of motor vehicle dealer and manufacturer licenses to comply with Rule 4 of the Rules of Civil Procedure.

Removes the previous requirement that notices be given "in the manner herein provided in the case of notices of hearing" and replaces it with service "in accordance with G.S. 1A-1, Rule 4 of the Rules of Civil Procedure."

Maintains the existing 10-day written notice requirement for hearings via certified mail with return receipt to the licensee's last known address.

Becomes effective October 1, 2014, and applies to all notices given on or after that date.

Change was recommended by the Joint Legislative Transportation Oversight Committee.
