Requires all applicants for notary public commission or recommission to consent to a statewide criminal record name check conducted by the Department of Justice.

Adds criminal background check consent as a qualification requirement and allows the Secretary of State to deny applications for failure to consent or provide necessary identifying information.

Requires applicants to submit a signed consent form authorizing the criminal record check as part of the notary commission application.

Increases the application fee from $50.00 to $50.00 plus up to $10.00 for the actual cost of the criminal record check conducted by the Department of Justice.

Becomes effective October 1, 2014, and applies to all applications for notary commission or recommission made on or after that date.
