Authorizes the City of Greenville to sell or convey real property owned by the city through private negotiation, with or without monetary consideration, if the property does not meet minimum lot size requirements under the city's zoning ordinance.

Restricts sales to vacant parcels in single-family residential zoning districts and limits buyers to persons who own property adjacent to the property being sold.

Allows the city to attach covenants or conditions to ensure appropriate use and maintenance of the conveyed property.

Requires City Council approval by resolution with 10 days' public notice, including description of the property, proposed monetary consideration, and statement of intent to approve the sale.

Takes effect upon becoming law.
